Simon was born in Newark, New Jersey, in 1932. He earned a bachelor's degree in economics from the University of Chicago in 1953 and a PhD in economics from the University of Illinois at Urbana-Champaign in 1959.
Simon began his teaching career at the University of Maryland in 1959. He later taught at the University of Illinois at Urbana-Champaign, the University of California, Berkeley, and the University of Maryland. He also served as a visiting professor at several other universities, including Harvard University, the University of Cambridge, and the University of Tokyo.
Simon's research on population and resources began in the early 1960s. He was a critic of the Malthusian theory of population, which holds that population growth will inevitably outstrip the supply of resources, leading to famine and poverty. Simon argued that the Malthusian theory was outdated and that the world's resources are not limited.
